He was born at the old family home in Lawrence township, Clearfield County, Pennsylvania, and was educated in the neighboring schools. He followed agriculture as an occupation since early manhood, and came to own the homestead farm containing 130 acres, of which 100 were under cultivation.
In his political affiliations, Mr. Fulton was a Republican, and served as a member of the school board.
