He received his education in the public and high schools of Washington, Pennsylvania, followed by attendance at the University of North
Carolina. Subsequently, he entered the University of Maryland, receiving his degree of Doctor of Medicine with the class of 1910. On leaving his alma mater, he served for one year as interne in the Adrian Hospital in Punxsutawney, Pennsylvania, and then established himself in practice at Delmont, Pennsylvania, where he began his professional career. His residence there, however, was of short duration, and he removed to Boardman, Clearfield County, Pennsylvania, where he remained until 1917, when the United States entered the great World War. At that time he enlisted in the Medical Corps of the United States Army, with the rank of first lieutenant, and was attached to the British Expeditionary Forces, with which he served overseas. While on the other side he was promoted to the rank of captain, United States Medical Corps. Dr. Fiscus was gassed while in serving at Bullecourt, France, in January, 1918, and again at Tilloy, France, on April 25, of the same year. Upon his return home he received his honorable discharge, May 30, 1919.
On his return to civilian life, Dr. Fiscus took postgraduate courses at the New York Skin and Cancer Hospital, the New York Post Graduate Hospital, and Bellevue Hospital, all in New York City. In the spring of 1922, Dr. Fiscus took a trip to Columbia, Equador and Panama, for the purpose of studying tropical skin diseases, remaining there for several months. In the autumn of 1922, he again established himself in practice, opening offices in Greensburg, Pennsylvania, where he specialized in Dermatology; he was Dermatologist for the Westmoreland Hospital.
Dr. Fiscus was a member of a number of medical organizations, belonging to the American Medical Association; Pennsylvania State Medical Society; Westmoreland County Medical Society, and the Pittsburgh Dermatological Society. In his politics Dr. Fiscus was a Democrat, and he was also affiliated with a number of fraternal bodies, being a member of Clearfield Lodge, No. 314, Free and Accepted Masons; and New Castle Consistory, Ancient Accepted Scottish Rite, in which he held the thirty-second degree. He also held membership in the college medical fraternity, Phi Alpha Sigma. In his religious affiliation he was a member of the Presbyterian Church.
