He was a successful merchant in Philadelphia, Pennsylvania. Of Scotch-Irish descent, he had immigrated to America from Dungannon, County Tyrone, Ireland, with his father and brother, John. The elder Allen rose to prominence through close ties to William Penn, the proprietor of Pennsylvania.
