He remained on his parents' farm until he had attained his fourteenth year, in the meantime attending the country schools, the Sharon schools and lastly the Allegheny College at Meadville, Pennsylvania. From his early youth he had received excellent training from his father in the coal mining business, and when but a lad of eighteen he was made the superintendent of a mine. He later became the general superintendent of the Sharon Coal & Limestone Company's mines, with offices at Mercer, where Mr. Filer resided beginning in 1892. He was also general manager of the Westerman Filer Company's mines.
He was a Knight Templar Mason and also belonged to the Mystic Shrine of that order.

He was born in Hickory Township, Mercer County, Pennsylvania, and after attending the public schools there, he was a student at Allegheny College. He was engaged in coal mining for many years, and he became one of the best known coal operators in Mercer County, and indeed in western Pennsylvania. He began his career with the Western-Filer Company, and was later associated with the Carver Coal Company and the Filer-Sutliff Company, as well as with the organization of the firm of F. P. Filer & Company. He was also general superintendent of the Sharon Coal and Limestone Company, and a member of the board of directors of the Farmers' and Mechanics' Bank of Mercer. A Democrat in his political convictions, Mr. Filer, with his vote and influence supported the principles of that party. His fraternal affiliations were with Mercer Lodge, Free and Accepted Masons, the Knights Templar Commandery at Sharon, and the New Castle Consistory, Ancient Accepted Scottish Rite, of the thirty-third degree; also Syria Temple, Ancient Arabic Order Nobles of the Mystic Shrine, of Pittsburgh, and he was a member of the American Club, of Pittsburgh, Iroquois Club of Conneaut Lake, the Sharon Country Club, and Greenville Country Club. His religious fellowship was with the Second Presbyterian Church.
