He was admitted to the Warren County, Pennsylvania, bar, in 1864. He was a veteran of the Civil War, adjutant 157th Pennsylvania Volunteers; clerk in the auditor general's office at Harrisburg, and under General E. B. French in the Treasury Department, Washington; three times was elected burgess of Warren.
